Nevada robotaxi rules

Nevada sets robotaxi rules at the state level and stops counties and cities from adding their own. That helps explain why four companies now hold permits or run service in Las Vegas.

NRS 482A in plain English

Chapter 482A of the Nevada Revised Statutes lets a fully autonomous vehicle operate "without a human operator being present" if it can reach a minimal risk condition, meaning it can bring itself to a safe stop when something fails. Testing requires $5M in insurance or a bond.

Localities cannot add requirements of their own. Tesla's passenger permits came from a separate state body, the Nevada Transportation Authority.

Transportation Authority permits for Tesla

Axios reported that the Nevada Transportation Authority gave Tesla a permit on Jul 27, 2026 for 10 robotaxis on the Strip corridor, with no airport pickups. On Aug 20, 2026, TechCrunch reported that Nevada had approved Tesla for up to 5,000 robotaxis in Clark County over 12 months. Public Tesla rides have not started, so Tesla's Las Vegas service is still only an announcement.

Who rides where

Zoox started charging for driverless rides on Aug 10, 2026, and since Sep 3, 2026 it has served Harry Reid Airport Terminals 1 and 3. Waymo took its first public riders on Sep 14, 2026 across nearly 24 sq mi and is adding people from a waitlist. Motional runs on Uber with a vehicle operator behind the wheel. Of the four, only Zoox serves Harry Reid International.
